take him out like you have been doing every hour after food and such with no exceptions if you are not home lock him in is crate or x-pen don't leave him with your mom then when you get home get a six foot nylon leach and keep it on his harness so he cant get away from you when you see him start to squat say no and put him on the pad then praise him make sure you are sitting inside the six feet at all times

Hmm I never thought about the leash inside the house..I may try that.
Sometimes it's to notice that he is peeing, because he is already so close to the floor that when he squats it's not noticeable..
