I wish they hadn't said it. It made me think badly of the owner. I know I let Kaji walk off leash, but not in an area like that. All I could think of when I heard the reporter say that was a 7 month old pup was allowed to run around outside where there are pedestrians, some dishonest ones like the girl who took TJ, bikes, strollers, and cars. All those things can potentially hurt a pup that's out there all alone. It really did paint a bad picture.
If the reason was to get the girl to come back no questions asked, then why couldn't they say, "drop off the pup at the local police station/vet, no questions asked, no bid deal" instead of making the owner look bad? I'm not arguing, I just don't think that comment does the owner justice.
