I can see why this would be disconcerting for you. For the longest time when Bella was a puppy she would not wag for me! She would wag at my parents, my husband, and strangers, but never for me! Now i am the one she gets the most excited for upon coming home, and she wags her tail like crazy. Overall, compared to Rocco, she still doesn't wag as much. Give Teddy some time, and his lil tail will probably come around! Either way, at least you know that he is happy to see you, he just shows it in his own way by standing on your legs and giving you kisses
