I dont know about calling the SCPA or Animal control.
They are not just going to remove him so easily. IF he is so underweight then they might take him. But usually they want to see if he has food bowls with food and water. Where he sleeps... What you see on TV is not the same as what happens in reality.

I will try my best to get in contact with Lisa tomorrow. IF I can even get her to find the owner's contact info I will contact the owner myself.
I am not going to call this woman and tell her off or lecture her about these little yorkies. My goal is to get him out of there as smoothly as possible.
