Default Potty Training - Re Training?

Here's my situation.

I have 2 female Yorkies, both 1yr old. They are potty trained to use a litter box with pee pads. I work. I live alone. The main litter box (at night I put in 2 litter boxes) is in their xpen area where their 2 crates are located. They play there in the daytime and sleep there at night - doors to crate open.
They have gotten pretty good and now use the litter box about 90% of the time. I work all day I leave @7:;30 and return at 5.
The problem is that one of them and I don't know which one is religiously using the floor of the xpen to pee pee. This happens at night and during the day. I have never seen it happen but there will always be pee on the lino around the box. I know that they are picky about getting in the box when it is wet so I change it often. They are on 2 feedings daily.
Any idea on how to stop that or what to do to retrain. I don't think they can be locked up all night in the crate without going to the bathroom, can they??? I just hate cleaning up the pee everytime I change the pee pad.
