There is a pepper spray made specifically to ward off dogs. There's even one for BEARS!!! Google it ... there are several different ones. I've never used them, but mailmen and other utility personnel carry them as a matter of course.
Just a thought regarding attracting the attention of people: years ago, women in our area were encouraged to purchase police whistles. You can yell for help all you want, but one blast off a whistle tends to turn heads. They're also good for hikers who get lost ... the sound travels much further than calls do.
But, perhaps if you gave a blast off a whistle you could attract human help faster?
