Wow, I'm so sorry this happened to you!! I would've been absolutely terrified, you reacted very quickly in a very frightening situation, kudos to you on that. So glad your baby and you are ok. It's just so insane to me because labs are supposed to be so mellow and friendly, mine is. She wouldn't hurt a fly, yet I hear about labs that are agressive and wonder what has happened to them to turn them this way...
Either way, that guy needs to take better control over his dogs for the safety of everyone involved, including his neighbors furbabies. It's just disrespectful and wrong to let your dogs run around unleashed in a complex of any sort, even in a neighborhood. Whats wrong with ppl today
