You can do whatever is possible to find out more about this dog, but since it is a re-home you don't have as many options available as you would in getting one from a breeder (and you aren't paying that much either).

Health problems can come up in pure breds, as well as in rescues & shelter dogs, so it's a risk you have to take when getting a dog regardless of where it comes from.

I think at this stage you should ask for a vet checkup and pay for it, and do see the dog in their home before deciding. You should see it playing and interacting with the family, and see how it responds to you, to see if you feel it will be a good match. If it doesn't quite seem right, then walk away. You can't tell much by just seeing a picture, you need to play with it a bit. Don't let them deliver the dog to you, see it at their place first.
