I had a foster girl that I could not house train at all. She was the first one in 50 years that I could not train. She was turned over to the rescue over this very issue. She was adopted by a couple who knew she wasn't house trained and they did not have any luck either. She would have been the one that Cesar would have to throw in the towel.
