Could it be a boy thing? Like he is the dominate one and is marking? What about using belly bands? If you have already taken him out and he's gone and then you are home use a belly band until you get home again. The only other suggestion I would have is what about getting one of those little fire hydrants and a pee pad (they use those at doggy day care places) and then at least he would have a place to go inside.
One another note....now that the time has changed we are back to Dog Park Wednesdays in Playa in the evenings....come join us!!
