We were able to teach Hanna (my cocker) to use it and also Pepper our border/lab mix (she went to the bridge last year) and Pepper was about 10 when we started using the bell.. And come to think of it I think she did bark once in awhile to go out before we got the bell. It seems so long ago now. She was 14 when she passed.
But I have had pretty good luck with teaching older dogs to ring it so you just might give it a try. there is a web site and the lady who makes these bells has a video and also gives directions how to train them to use it..
