You should always take the more cautious approach when you are responsible for a living being. There is not one person here who thinks flying a puppy that young is safe, please put your own needs aside, and show this puppy the love you have for it, by not allowing it to be flown this young.

I'm not sure where this pup is being flown from. But, if memory serves me correctly, I don't think airlines will fly a pup at this young age, because of the danger of losing it while in flight.
