I would suggest checking the YTCA.org website for breeder referrals.
Also if you go to the "Yorkies for sale or wanted" forum here, at the top there are some good threads of what to look and not look for in selecting a breeder!
I would personally NEVER buy a dog from anyone that is USDA licensed!!
If they are USDA licensed, this is a business typically, so I doubt their litters are few and far between. In fact they list on their FAQ they have litters throughout the year and post them at between 7-9 weeks!

Yorkies should go home around 12 weeks!
The puppies live in kennels, that is not a nice environment in my opinion! I want to buy from a breeder who loves her animals and they live in their home and are pets, socialized, etc... JMO
