If she will only be around 12 weeks with 2 sets of shots, then you are right. She can't walk just anywhere. The general recommendation is to finish DHP at 16 (new rec. is 18) weeks and wait 1-2 weeks after to expose them to anything.
The only thing you might get away with is carrying her.
