I can totally relate with you on this, when I first got Fiona she was invested with fleas, nothing worked for her, then got them again this past summer, and we switched her over to revolution, which seemed to do the trick....
you really need to wash bedding daily, vaccumm, vaccumm, vaccumm, and change the bags! you may need to treat your house as well!
