Yeah, but when you buy a dog, you won't be using your Yorkietalk name. Lists are great for some things, but sometimes they give us a false sense of security.
A banned member isn't allowed back, but sometimes come back under a new name; a suspended member is just given a "time out". If you have too many suspensions, you are banned.
