It would be astounding if just one person could shut down a puppy mill, it is more complex then that. A person can make reports and accusations all they want, but as long as they dogs are feed and have water with have way descent care, not much can be done. Educating the public as to where to obtain a puppy from is the best mechanism in shutting them down. If millers can't sell puppies, obviously there business is affected. As a whole, we can make a difference!
