It boggles my mind that someone who is engaged to a military man would knowingly try to break both state and federal law. Fortunately, there are systems in place to catch people who attempt illegal interstate transport of live animals. I am quite certain this breeder won't be able to get health certificate from a licensed veterinarian so these would be criminals won't make it to the airport anyway.
I wonder if the breeder plans to smuggle the puppy on the airplane in her underwear?
