Try smushing wet food with his dry food. I do it twice a day and just leave dry food out incase they get hungry. But mine are older.
I believe a small pup should have a few meals a day, vet told me 4 when mine were that young. If your constanly giving him treats that may be a cause. I feel bad just giving them dry food so nasty.
