I think that's in allot of cases not just CO with officers. Look at nurses or ST against Dr. I know it's a big comparison but you get an idea. Plus allot(not all) of the officers think there mighty powerful with their badge. And my honest opinion CO are more like counselors with benefits for the bullies or off the track people. I don't know much in that dept but that's what comes in mind.
