I am an avid knitter and have seen this happen on many occasions.
The only method that I would recommend is a conditioner soak. Take a lukewarm tub of water and hair conditioner, I know sounds weird huh, and just place your sweater gently in the tub. Let it soak in the tub until the yarn is soaked through. Then take and press out the excess water, not squeezing. Then lay it down on your blocking material, or on a towel, and gently stretch it. If you have blocking pins that would also be helpful.
