IMO, anyone that gets a dog should have to go through the same "rescue type" questioning whether you're adopting from a rescue, shelter or purchasing a pup through a reputable breeder. If there were an application process for obtaining a dog, the numbers in shelters/rescues would be reduced greatly, of that I'm certain.
