My guess is that Hawaii is only tough because of the dogs bringing in critters that could harm the pineapple industry...

Oklahoma didn't make this list because they have laws in place but it would appear no one is enforcing them.

I am a believer that people get used to seeing abused and don't even know it is wrong.

These 5 states should be ashamed of themselves and I hope changes can come about..
