Is there any reason you have not gotten him neutered yet? Are the females you are talking about spayed or unaltered? If there is a female in heat then yes he will whine. When he is whining is he looking up at you or pulling on the leash? Do you let him play with the other dogs? Is he trying to run to the other dogs...It very easily could be distress or a female or just wants to play.
