Just like some breeders are not selling pups to the right people....some rescues don't place pups in the right homes.
BUT....to say that all rescues adopt out the SAME way...one set of rules is just incorrect.
AND.....shelters and rescues are different...you cannot lump them together. Shelters do the best they can with what they have. Rescues can spend more time evaluating and placing pups.
