It's a very good question actually, and one I have always asked as well. My vet will do it but I have to ASK! And then they charge an arm and a leg. I think that is why most people don't do it, at least that is my guess anyhow.
Topical does NOT work because it only numbs the skin, IF you can get it through the fur. You know it's like when you go to the dentist and the numb your gums so you wont feel the shot as much. They surely wouldn't work on the tooth with just that topical Novocain. Anyhow, that's what it reminds of anyhow.
