This is what I would try. I'd take her to quiet places to start with...like a slow drive on a country road that had little or no traffic where you could roll the window down and drive really slowly so that she might have the opportunity to enjoy it and stop and take her for a short, leisurely walk. Another place would be a quiet park where you could drive through slowly with your window down and you could stop and take her for a little walk. What she needs to learn is to associate going in the car with something pleasant to her and something she looks forward to rather than something she dreads. Once you show her repeatedly that it can sometimes be to fun places then she will look forward to always going with you.
