Default Parti color question?

I am confused. I have a Full AKC registered parti-colored female Yorkie. She is white with a blonde/white head. The lady that I got her from had 1 litter with her, 5 puppies. 2 parti-colored and 3 black and tan. This is her 1st litter with my male, who is a parti-gene carrier. He has had 4 litters before with my other female. Their puppies have had a lot of white on the chest and belly and the feet were white also. My other female is a black and tan. My Parti-colored Yorkie just had her babies. all black and tan???? So I am very confused as to why she did not have any Parti-colored Yorkies. I thought the rule of thumb was if you breed a parti-colored Yorkie and a Parti-gene carrier you will get 1/2 and 1/2?? I know that it is the male I have that is the carrier because he has had a litter with another female and they had full white chests and back feet were white. Can anyone that is breeding the parti-colred yorkies explain why she might not have had any parti-colored yorkies????
