WHY and how can they demand proof of anything ? That makes not one bit of sense
Strays can't be adopted ? What the HE** is the point of being called a 'shelter' ?
Stray or dropped off pets dont run around with their papers even if they ever had them and many people don't have tags displayed on their dogs ....mine have them but don't 'wear' them - we dont use collars...especially on small dogs !
That's not a shelter - it's a death trap with a misleading name.
That makes me sick.
