I used an ex-pen during the day and at night I put mine in a crate next to my bed. I would keep the pee pad in the ex-pen and I would leave the door open to the ex-pen and when I would see her sniff I would pick her up and place her on the pee pad and tell her to go pee pee on her pad. I would shut the door while telling her this and did not open the door until she peed. When she peed I would praise her like I won a million dollars and then let her out by opening the door.
At night she would wake me up and I would bring her to the ex-pen to pee. I also have one extra pad in the living room and now Pixie can have the run of the house and if she has to go she will run to the ex-pen or that extra pad I have out. Pixie is about 23 weeks. We have not had any accidents in a while but I do notice she punishes me if I am real busy and will pee on my bathroom rug so I keep that door shut. I just think it takes time and consistency.
Good luck! It will eventually happen, I know going through it there were days I would think this dog will never be pad trained. I just didn't give up
