With Rusty he was doing very well in the beginning going outside to go potty but about a week after i got him we found out he had pnuemonia and the vet told us to let him rest inside for a little while so now he uses puppy pads. I bought these puppy pads at Kmart for 14.99 and they come with 50. They are specially scented to attract dogs to use them. He has almost never had an accident and I had the same problem with him peeing on my bed. Another option is last night on tv I saw an ad for a thing called a Potty Patch and it seems like it would be a very good investment. I'm thinking of buying it myself so I can stop spending like 40 dollars a month on puppy pads. check it out the website is
