You could always make up an application first so you could verify they are " real " honest people, first call to see if they have a vet and call, call thier references, call landlords if it is an apartment rental or home rental. Call to verify thier employment. ( you can say you do this so you know they have a job and can afford pet care). You can also suggest YOU do a home visit prior to letting one of the pups go...or better yet when they fill out the application if its close to you , you and hubby do a drive by to make sure its a real address.
I would deffinatly make phone calls prior to letting one of your pups go.
