I am not a lawyer, but I think the O.P. can win in the small claims court. I see cases like this one all the time on court TV shows, and the owners of the dead dog always win. In my opinion, the owner of this vicious dog should pay the value of the dead dog or at least half of the price of the dead dog. To the O.P., I am sorry that you had to go through this terrible experience.
