This exact scenario happened just a little while ago to another YT member (Shannonroselive). She lost her dear little "Curlymac" to the neighbours dogs, they pulled her through the fence too. The owners of those dogs are being just as heartless as the owners of the neighbours dogs in your situation. I don't know how they can not feel obligated to compensate you for your loss.
