Sure, but puppies are often gotten when people are young and times are good and everyone means well and tries hard, then a few years go by and life happens. 15 years is a long time for even decent people to keep up with doggie needs. Mostly it is only the young and inexperienced who make such 15 year promises.

Whereas at least dog parks provide a fun remedial atmosphere that can offer a lot of serious good times, and a lot of support from other people and dogs, and it's not just walking like a robot on a leash every day at 6 down the same street again wondering where your life went, and how you ever managed to end up with 'just a dog'.
