That's how it is here too. If a dog attacks a person or kills another dog animal control seizes the dog and most likely it is PTS. Was animal control called immediately after the incident?

Yes, to OP, I would consult a lawyer also. Wouldn't hurt. There are lawyers out there that don't charge for an initial consultation. Even if you can't sue them, at least try what you can, and know that you tried for your baby.
