I think the strongly worded letter written by a lawyer could spur the neighbors onto take some positive action to control their dog.

I'm so sorry for your loss. I look at all the big dogs on my street and think how easily this could happen. If their dog got loose; if my dog got loose - it happens. None of us are perfect; well, at least not me.

I'm sorry for your little girls that they had to witness this.

My thoughts and prayers are with you.
