I would try getting her used to the collar without the tags/bell first. Once she is used to wearing the collar(after a few days), then add the bell/tag.
Both my little ones wear collars with bells, and their id tag at all times, I remember that I had the same problem at first, and this is how I solved it. Good Luck!
