I Have a 3 lb Yorkie, and she can hold her pee for a really long time. We go out at 7 a.m and she probably won't go again until around 2 or so. Although if it is a sunny day she goes out more and probably pee's more. But when she knows it's raining she doens't drink that much water because she HATES to get wet. But every dog is different.
