I'm going to chime in as a Nature's Recipe Toy Breed, food user...I personally think the food is a really good kibble. We've never had issue with it or because of it. Even Canela's hair is smooth and shiney (aside from her grooming, I'm sure the food has something to do with it too).

As for the food not having enough meat, I don't know if one gets this impression from the protein content from food or not, but I was told that too high of a percentage of protein in food may cause constipation. So the min of 22%, to me, sounds like a good percentage.

One thing I do know, it definately works for us.
