No, not all dogs can be registered with AKC. They must have both parents that are also registered with AKC to register the pups.
Now AKC does have a new program where dogs that are not registered may - but it is only giving them a number to be in rally/obediance competition, not confirmation, and they must be spayed or neutered. So this group cannot have a litter.
