I would definitely go with a harness. Problem is, when I try to put one on Ruger he fights me. I did put a collar on him -- started a few hours at a time and then left it on. He doesn't mind it at all, and at least he now has an ID tag on him all the time.
Walking with him is a whole nother story. He will drag a leash, but as soon as I grab the other end he just freezes. So now when we go for a walk I've got the dog dragging his leash. To get him to stop all I have to do is grab the end of the leash. LOL
