All of outdoors can be quite overwhelming you very young puppies. I mean, it's soooo huge out there. It can be overwhelming to them even in warm weather. She's just a baby. Your pup has a lot to learn about the world, and it's not going to happen overnight. Keep taking her out. If she has used a pee pad, take it out with you so she can sniff it. Take out some poo so she can sniff it out there. It may help connect the dots for her. This is a tough period for our little ones, & we must be patient. Each learns in it's own time. Time & patience, time & patience. (Heavy sigh) Wish it could always be simple. Don't give up! Good luck.
