Default Wondering why her hair is not fluffy like others?

Long story short, 1st pup we were to get died (supposedly at 9 weeks, I think she sold her, we were to get her at 12 weeks) got our deposit back and found this pup by chance. She came from 2 limited registered AKC Yorkie's (we saw them, they are also not from the same breeder and different ages) and no we did not pay an arm and leg for her, we paid the vet's office to cover her shots and help pay for the moma dogs section and spay. I do not in tend to breed any animal ever so she is on track to be spayed prior to first heat around 6-7 months old, she is 13 weeks old now & 3 lbs 9 ozs. (almost 14 weeks) and we have had her for a week. They are covering her spay if we go back there under the cost that we bought her to keep her from having pups as an incentive. Great vet IMO.
Anyway, I am just curious as to why she seems so short as most pups I see are balls of fluff? Her coat is shiny and soft. I would never trade her, she is great and already doing so well with pee pads or outside, whines to go out, it is great. Here are some pics of her.
