Yorkies are very 'me' oriented and yes - can be jealous. I remember when we got Cheri (my 2nd and youngest) Chanel was very jealous. She wouldn't even look at me if I was holding the puppy and would get the most hilarious pissed off face...but neither has cried or acted out like you're talking about.
Alot of people will tell you to ignore the behavior and if they don't get a reaction from you they may stop (like human kids) but I don't know .....You could try holding/talking to him when you're interacting with your kids - other children and pets etc and maybe he'll feel more secure ? He's still a puppy so you have time to try to change the behavior
