Dogs with heart murmurs can be anesthetized. It all depends on the degree of the murmur and whether or not there are clinical signs that would make it riskier. I have had many pups with heart murmurs who needed dentals or altering and they were fine. It all comes down to measuring risk vs benefit.
When in doubt, always seek the opinion of a cardiologist.
