I've never heard of this nor would I ever put anything in my dog's eyes unless it was prescribed by my Vet regardless where I read it. Besides mineral oil is very viscous and I would think it would at the very least make your dog very uncomfortable and unable to focus for awhile. If you are using a no-tears shampoo and your dog's eyes are still being irritated, try washing and rinsing her head and face with a wash cloth, it's less invasive all the way around.
