Dont know of the exact oath but they do swear to one and they have to promise to put the welfear of the animal first. Everytime you take a pet for surgery over here you sign an agrrement that if they find something that reqires treatment other than what they're in for they have the right to do the surgery before contacting the owner, for the good of the animal.
All the vets in my area are affiliated with an emergency service so if you need their services but dont have the funds in an emergency they sent the bill to your regular vet for payment. Again the important thing is your pet gets the treatment needed. Perhaps they're more trusting where I live, dont know about city vets, but most big cities have animal hospitals run by charities like the blue-cross or pdsa, so theres always somewhere to turn to.
