I just wish the vetting prices were more reasonable or there was easier ways to pay or that more areas had the cheaper vet and shot clinics...I don't know, I don't have the answers but I do know that a lot of animals are abandoned, turned into shelters or suffer due to the costs. I of course do not expect that a vet should offer thier services free but I also do not believe it should be legal for them to be able to turn away an emergency without at least the minimal needed to at least keep the animal from suffering. There are ways to set up payments that ensure they are paid. Again, I don't have the answers, just WISH I did!

If it is true and he turned away a suffering animal without so much as pain management then I see that as being NO different than an owner which doesn't seek medical help and the owner is charged with animal cruelty.
