I've never known a vet in England even ask if you're able to pay before treating an animal. They tend to the animal then you sort out payment afterwards. If you can't pay there & then, you get a bill.
Think his behaviour is a disgrace, perhaps you have different rules in the States.

Unfortuanetly, there are vets that in my oppinion are not much of a vet when they turn away a dying dog. However, I think it's rare. Most would have her surrender her rights and treat the dog. I have to say that as much as I was upset with the vet I think it upset me even more to have the op on the computer typing with her dog dying in her arms. She should have kept looking for a vet that would treat her or at least one to put her out of her misery if she could not have been cured. This is very upsetting to me.
